You do not have Thunderbird configured to do anything with encryption, you have no encryption certificates on the account. Therefore you have no access to encryption settings when writing new new mail. As far as you are concerned encryption does not exist in Thunderbird as you have no certificate set to encrypt messages with.
Then you post a simple text message/email text with one of the longest Links I have ever seen in it. Which appears on the face of it to be a password reset for some company called FIS global https://www.fisglobal.com/
Or at least the base URL is with that company. I do not see any encrypted text anywhere, unless it is included in the URL. although there are links that would indicate this has something to do with Fidelity National Information Services

do i understand you correctly i do not have any Encrypted on Thunderbird? AS per the picture it shows blue arrows by encrypted that are greyed out i did not do that to my knowledge I do not want anything encrypted., So you are saying that i do not have any encrypted messages on Thunderbird. I think you have the horse by the tail with regard to encryption.
It is a truly complex arena and I honestly do no begin to understand the complexities, however there are some simple parts and it appears to me that is where we are.
All of the encryption settings you are looking at are about you writing encrypted emails. As you have not installed an encryption certificate, you can not encrypt anything, so you are prevented for trying to by disabling the settings for that.
When it comes to encrypted incoming email, anyone can send you mail they have encrypted. You can not rad it unless you have a relevant decryption certificate installed, and generally Thunderbird will handle that automatically if it gets an email from a sender including an encryption certificate prior to getting the encrypted mail.
You can not prevent folk sending stuff encrypted to you, any more than you can prevent someone sending you a parcel in the post in a locked box with no key.
As for some part of the setting appearing to be selected, I think that is simply down to a limitation of the selectors used, one has to be "on" or "selected" because they are a "set". But it is purely a visual thing as they are disabled. If they were made invisible you would not be asking the question. But you might ask what was missing from the huge gap in the settings page.
