Occasionally I send photo files as attachments to/with an email. Sometimes the image appears in the body of the message with the text, sometimes it does not. I don't know what, if anything, I'm doing to create this inconsistency. I prefer that images not appear in the body of the message, that the file must be opened by the recipient.

Is there a way - a setup, a command - that will limit these as attachments and have the image not appear in the body of the message? Thanks

That isn't always up to you. Consider that TB has the option View>Display Attachments Inline, which lets the viewer see attachments automatically at bottom of message, opened for viewing immediately. Other email clients may have similar settings.

If you add image attachments by drag and drop from a file manager, the Write window offers two options: add inline or add as attachment. It's easy to drop files onto the inline option due to a poor interface design. Unless you are careful to drop onto the attachment option, use Ctrl+Shift+A to show the Attach files dialog.
