Hi,

You can check if Norton has updated the toolbar by going to Tools (Alt + V) > Add-ons click Extensions on the left and click More below the Norton entry and then the Homepage link.

You can also try to install the Add-on Compatibility Reporter that enables the disabled add-ons and see if the toolbar works properly as before.
