Firefox continues to store cookies from ALL sites, dispite setting the "NEVER" option.

With that setting you store cookies until they expire from all domains that you visit. Visits may not always be obvious, so you can check the history for visits to domains that do not look familiar to see what other websites you visited around that visit date.
