Nothing happens after selecting "Current User" when installing. Firewall/Antivirus are off.
I've downloaded on personal computer. When dialog box appears "Run As" I select current user. Window disappears and nothing happens. Tried restarting computer with same results. I tried selecting Administrator, but doesn't accept my correct password.

You'll need to have Administrator permissions to install software on your computer. Try to run the installer with your normal user account. Typically you'd then get a UAC prompt to temporarily get Administrator privileges for installing stuff. If that doesn't work you'd need to ask in a Microsoft forum to sort out your Windows issues before installing Thunderbird.
