I am running version 3.6.15, but need version 2.0.0.13 to use xforms with the FDA. This is the only version they allow.

Their information on the FDA page is out of date, the Xforms add-on that it is referring to now works on Firefox 3.6.* and is available from https://addons.mozilla.org/firefox/addon/mozilla-xforms

When the document that was referring to Firefox 2.0.0.13 was created, the latest version of the Xforms addon at that time only worked on Firefox 2 and required at least Firefox 2.0.0.13 which is why they specified Firefox 2.0.0.13.
