I do not have the bar with these options: File/Edit/View/Favorites/Tools/Help Where is it and how do I make it visible/available?

At the top of my Mozilla page, under the address bar, I do not have the bar listing: File/Edit/View/Favorites/Tools/Help. I have uninstalled the program and reinstalled it; only to have the exact same result. I do have Mozilla on another lap top and the aforementioned data IS available on that machine! What's the deal? I need to make some changes to my Mozilla account/page and have no idea how to do it without the Tools option available.
