Unable to open link in new tab in same window; opens new window instead. Preference is checked correctly. Is this new to version 3.6.11?

Before I updated to the latest of Firefox 3.6.11, I would click on a link in the window and it would open a new tab in the same window. Now whenever I do the same thing and entirely new window is opened. In preferences "Open new windows in a new tab instead" is checked. I'm using a Mac OS 10.4.11. Should I downgrade to an earlier version to solve this problem?

After clicking the preference on, off, then on again, the tabs feature has returned to normal upon a restart.
