I have attempted to look at the cookie's url for outlook and add that to the exception list, but outlook still harasses me with its annoying 2fa

Google stores login cookies at *accounts.google.com*.

For outlook you can use this page to login: https://login.live.com/ For Google pages, easiest is to create the exception for the base domain: https://google.com
