Mouse Scroll Stops in Panels

Whenever I use certain websites that integrate panels into their site, I can't use my mouse's scroll wheel to scroll down past the portion that is visible. This happens on a number of different websites, and currently on Sleeper.apphttps://sleeper.app.

I wasn't sure if it was a mouse issue or system issue at first, but I tried loading the site on a different browser and I was able to scroll down normally. I've attached a screenshot of the page in question with the Inspect Element code showing.

Any ideas how I might solve this problem?

I remembered what one of the other sites where mouse scroll isn't working - I have a QNAP NAS home server, and use the browser interface often in Firefox. Any window I open will only scroll one notch down, so in the attached screenshot I can't mouse-scroll to the bottom of the AppCenter window, or any other window that I open. I tested in Chrome and the mouse-scroll works normally.

This gets especially frustrating in a FileStation window with hundreds of files/folders to scroll through.

Here's hoping someone has an idea about what's going wrong!
