On some web pages I get the message, "Adobe Flash player is enabled on this page. Block [] or Continue allowing []?' I ignore it and no harm is done - usually. Occasionally it occludes a part of the screen I want.

Is there any pattern to the sites where the plugin notification panel drops down? For example, does it appear on Adobe's help page:

The plugin notification panel should not open by itself, only when you click the icon. If it is auto-opening, that might be caused by an incompatibility with an add-on, or perhaps a touchscreen issue, if you have a touchscreen display.

Type about:addons<enter> in the address bar to open the Add-ons Manager. Hot key;’’'<Control> (Mac=<Command>) <Shift> A)

On the left side of the page, select Plugins. Make sure the ones you want to use are set to Ask or Allow. ++++++++++++++++++++++++++++++++++++++++ Go to the web page. Once the page is loading, mouse to the address bar and Left-click the icon. Select Permissions. In the menu, Make sure the ones you want to use are set to Ask or Allow.

No (to Adobe). Now that you ask, I can't recall ever seeing it on any site but (the very dubious) http://www.stream2watch.cc/watch-tv/united-states/disney-channel-live-stream, which is not working now anyway. I think I'll just give up on the site.

Thanks. The issue is moot for now since I will be avoiding the offending site. I have filed the information for possible future reference.
