Why are my cookie confirmation choices not persisting from one session to the next since installing FF 40.0.3?

After installing 40.0, I was presented with the cookie confirm choices for all of my home pages - I keep my cookie choice set to "Ask Me each time", but I have already visited these pages many times so should not have been prompted. Now, each time I restart my browser I am prompted once again for each tab/page. Selecting "Use this choice for all cookies from this site" seems to function normally (unchecking it causes dozens of cookie confirm requests for each site), but does not restore cookie choice persistence. I have months worth of cookie choices and cookies saved, yet now I get prompted each time I visit an old site in a new session.


Nothing else had changed on my system in the time period in which 40.0 was installed. Any ideas on what changed in the newest version to cause this?

Every time you visit a web site, cookies are placed on the computer. Some cookies also get replaced with new cookies.
