cannot send attachments

can not send emails with attachments. can send email without attachments.

Have you tried a small attachment? Some mail providers have limits on the size of attachments, sometimes as small as 1MB. See https://support.mozilla.org/en-US/kb/how-can-i-send-large-attachment for additional info.
