Inbox and Send are full. How do I unlock it to move emails to other folders?
My size has reached 100%. I created other folders to move emails into and deleted some emails but it did not decease the percentage. When it reached 100% I am blocked from moving any emails out of Inbox or Send.

Have you compacted your folders? Deleting messages just mark for deletion and hide the messages. Compacting folders actually remove them.
Yes I have compacted after moving emails out and also emptied the trash from the trash folder. It doesn't change the percentage of fullness.
Log into your account at your providers web mail site. Maybe you need to do some cleanup there.
