Trying to install firefox on a HP Stream 13 but keep getting message - your current security settings do not allow this file to be downloaded.

I am using a HP Stream 13 and want to install firefox. I keep getting the message "your current security settings do not allow this file to be downloaded". There is a help topic that tells me to go into my windows firewall settings and add a app to be allowed through the firewall, but it assumes that I have been able to download the setup / install files onto my computer which I have not. Therefore, when I try to "browse" for firefox.exe it is not found on my hard drive. I tried turning off Windows Firewall until I could download the program, but got the same message. Any help would be much appreciated.

If you download the "full" installer from the following page, does it work any better?
