I'm not sure how better to describe the issue than frequently, websites will flash/appear to refresh from black and freeze momentarily for a few seconds mid-browsing.

I'm happy to share relevant troubleshooting information, but not comfortable sharing all of it at the outset.

Start Firefox in Safe Mode {web link}

A small dialog should appear. Click Start In Safe Mode (not Refresh). Is the problem still there?
