Simple answer but is it your shortcut? It might say 'signup' instead of 'signin'.
This page shows up when I click on the Google icon and then on Gmail. I solved the problem by pinning Gmail to the "Bookmarks Toolbar".
You posted here with Firefox 66 Beta, which gets updates like twice a week. That "create an account" page appears after every Firefox update, not all the time. If you use the Release version of Firefox (currently Firefox 65.0.2) you would have only seen that message 3 times over the last 5 weeks.
