I have set my home page, but when first starting FF quantum I only get a new blank tab

Browsing [sic] through about:config I tried killing a few dragons but that had limited effect. Changing browser.startup.firstrunSkipsHomepage;true to false worked once only. Browsing similar problems on the WWW, again, I decided to REFRESH FF. That worked immediately. It has stopped the subsequent annoying blinking of the tabs after loading and FF is generally much quicker. I have not changed any of my NVIDIA graphics settings as it is stable and I get easily 100+ FPS in SLI at 2K playing games. Thanks to everyone for their effortts and time.

The line above looks very odd: browser.newtabpage.blocked; modified: string: "urJj0dUe3oGRiLSXAY0Oww==":1}

This preference stores references to tiles you dismissed/deleted from the top sites on the new tab page. I don't know why it doesn't list the full URL; that would be a lot clearer.
