When I open Firefox, my pop up blocker is always off. How do I make block popups the default?

I think that default in Firefox is to turn on the pop up blocker, but every time I start Firefox, the pop up blocker is turned off. I can go to tools and click block pop ups to turn it on, but I think that some malware is getting through before I can do that.
