PLEASE HELP! Hacker will not disconnect

My husband and i have had a hacker in our midst fit several months now. We've tried several things to detour the hacker. We've been forced to start several e-mail accounts. Losing essential progress, programs, authority, proof of learned abilities that confirm our progress through here, cloud, stash exchange, gitlabs, and others. We've been blocked from even accessing any of the basic sign up pages. We've listed former e-mail accounts. The passwords or emails have all been either changed or non existent. Our cellphones have all been locked and non entry enforced. Our kindle and other devices forced into non workable order. We are at our witts end. Can we PLEASE get help. I think it's going to take outside help. We've reported abuse. Sent Logs, files and pictures of proof. Each time after sending, e-mail and password would change. So it's unknown to us that a responses has been issued. Once again, old emails were (email address); (email address); (email address); (email address)... there are moor. But these are the oldest of our accounts. Currently, we have accessible, (email address) currently. PLEASE. Can someone HELP

For the level of concern and the problems that you are having, I recomend that you contact your internet service provider and your local law enforcement agency who should be able to help.
