After downloading an upgrade to Mozilla, do I need to "restart" my computer power off and on again, or just open new browser window?

The tutorial shows a restart button to push after install, but the power switch to my computer is going bad and may not be able to have my computer come back on if a do a restart.

Hi, you only need to close and restart Firefox. (Main menu bar > Help > About Firefox to update).

Note, your version of Shockwave Flash is also very old and needs updating (Ctrl+Shift+A) > Plugins.

Close Firefox, wait a minute or two, and then open Firefox.
