How to move Tabs below again please?

The developers have disappointed me again with the newly installed version 79: The panel with tabs returned to the top position... please does anyone know how to move the panels below again? I would expect a simple set-up in the settings - about the position of the tabs but unfortunately there is nothing there ... thanks in advance for any advice.
