The ESR version on the ftp site is outdated -- is the ftp site dead?

We use munki to deploy the ESR version of Firefox. We normally check for updates here:

http://ftp.mozilla.org/pub/mozilla.org/mozilla.org/firefox/releases/latest-esr/mac/en-US/

However, the version here (as of today -- Nov 10) is still 38.3.0 -- and not the current 38.4.0

Is this FTP site dead? Or did somebody not update it? (We wonder if it's dead because the non-ESR "releases" subdirectory does not have the consumer 42.0 release either...)
