This occurs with any download of any type on any user in my building. I have created a brand new user, installed a brand new copy of Firefox 20, and the issue persists.

If I click download on a file, I get the normal Open with / Save as dialogue; however, the Open with radio button is greyed out, forcing me to save.

Which security software (firewall, anti-virus) do you have?

If "Open" and "Open Containing Folder" in the right-click context menu in the Download Manager window are grayed then that means that the file is no longer in the original download location and they may have been removed by Anti-virus or cleanup software.

It is possible that anti-virus software is corrupting downloaded files or is otherwise interfering with downloading files.
Try to disable the real-time (live) scanning of files in your anti-virus software temporarily to see if that makes downloading work.

Try to delete the mimeTypes.rdf file in the Firefox profile folder to reset all file actions.

You can use this button to go to the Firefox profile folder:

  • Help > Troubleshooting Information > Profile Directory: Show Folder
