What are you trying to set up ?
Can you attach a screenshot of the page where you see this and possibly give us a link?

You need to give more information on what you are referring to.
Since you posted in the (desktop) Firefox section, the Firefox web browser from Mozilla.org does not require a fee to download, install and use as it is 100% free.
