We seem to have an issue with 68.0esr when running on Windows 10 x64 1903.

If your logged on without Admin right and to launch Firefox, the hour glass spins for a second or two and the Firefox doesn't start. Run with admin rights it works fine.

hello, can you take a look in the system's eventlog if any related entries are showing up there once you attempt to start firefox?

Try to uninstall Firefox and then reinstall Firefox as a normal user (i.e. not as administrator).
