Using version 58.0.1 in Win7x64. Tried placing mozilla.cfg in different locations using the file: URI and variations thereof. FF only opens when the configuration line is:

pref("general.config.filename", "mozilla.cfg");

and the configuration file is in the main Firefox program folder. Would like to place the file in a centralized network location to be shared by domain users.
