Hello, I just have to know if when one is on a free cell phone provided government program such as food stamps does the website management control the websites one desires to go to? And if they have the capability to do this wouldn't this be a form of censorship? Yes I realize that it is a free service provided for lower income situations and yes it could be related to something like pornography. But does this happen and is it legal? Thank you.

The government provides some people with free cell phones? I have not heard of that before.

Whoever is providing your internet connection (cell service, coffee shop, employer) can impose restrictions, whether that is limiting video resolution to save on network bandwidth usage or blocking objectionable sites. Is it legal? That's really a question for a different website.
