That is a website issue. Some sites have a choice of languages. Most do not. Depending on how the site is set up, you can use translator add-ons to understand what is on the page.

But picture content can't be translated.

Go to the Mozilla Add-ons Web Page {web link} (There’s a lot of good stuff here) and search for translator.
