Reload of web page is not working properly

When I am trying to reload a web page ,Its shows that page is reloading but , Page's content does not change. Like If ,a webpage contain a Dropdown with three Option like 1.All 2. Account & 3.Administration.

We go to web page and select 2.Account option ,which is right, But Now if i press F5 then page will reload ,but in Mozilla browser Dropdown shows  option 2.Account is selected  and no action perferm.

But this is wrong , because if i reload this page ,then the dropdown selected value should be 1.All
