If I block a certain domain from setting cookies, can that domain read already set cookies. And if it can, can it change its content and preferences.

They are blocked from being saved or added. As far as I understand, this is not possible unless it is malware.

Note that if you change the block/allow cookie settings then you need to clear involved cookies because existing cookies are not affected AFAIK.
