You can temporarily display the menu bar in Firefox 4 (maybe you want to update to the final release?) by pressing F10. To display it all the time, right-click after the "+" button and choose Menu Bar.

Edit: Oops, as noted below, I didn't read your post carefully and gave you the info for the desktop version. Sorry 'bout that.

In Firefox 4 for Android, you can open the menu by pressing your Android device's "Menu" key.
