recently the scroll bar on my email has disappeared. It seems to be off of the screen and I am unable to get it back in range on the screen. Also, the tool bar with the reply, forward etc list has disappeared

To regain your toolbar, try a right-click in the title bar and look for a pop-up that offers you some toolbars. Alternatively (on Windows and Linux) alt or F10 will make the menu appear, where you can go to View|Toolbars and tick the checkboxes.

I am afraid I can't offer any useful help if you're using OSX.
