If you do not have a plus button on the Tab bar to open a new tab then click the Restore Defaults button in the Customize palette.

where does it say that a new tab is opened by a plus sign? If your not a mind reader, how would you know that?

Most toolbar buttons show a descriptive tooltip if you hover the button with the mouse. The plus (+) button on the Tab bar has "Open a new tab".
