How can I provide an automated message to persons trying to reach me on my old E-mail...informing them of the new correct E-mail address. You won't be creating a Thunderbird account. Thunderbird is not an email provider and only providers issue email accounts. Thunderbird is email client software to help manage your real email accounts.

As for your question, once you discontinue your old email account your will no longer have an email address to reply to. You need to inform all your contacts before you discontinue your old address or work something out with your old provider to do some kind of forwarding for a short time.
