Firefox no longer is opening bookmarks in new tabs. Even with browser.tabs.loadBookmarksInTabs set to true.

Does it still happen in Troubleshoot Mode?
Yes, still happened in Troubleshoot Mode.
Is this about opening the bookmarked page in a tab or about showing the Bookmarks Toolbar?
Does the bookmark always open in the current tab? Can you open the bookmark in a new tab via a middle-click with the mouse scroll wheel or by holding down the Ctrl key?
