How do I retreive the 'get messages' button?

In Thunderbird 115.4, the download messages button is to the left of the big blue "New Message" button in the Folder Pane Header (≡ menu > View > Folders > Folder Pane Header). You can also drag and drop a "Get Messages" button into the toolbar in Customize mode.
