I generated an account recovery key via my phone after syncing with my desktop PC and expected to be able to either send the code to my pc or access it from my pc.

Where have you saved the recovery key file to, your phone or your PC?
it is on my phone under downloads;
Okay. You should then be able to email or move it to your PC as you would any other file.
