can not add new email account to thunderbird. i had successfully added it and then i stopped downloading my mail i am at a loss

So you have in fact added the account and it was working. Did you remove it?
Is it possible that the download of your mail exceeded your providers daily bandwidth allocation and therefore the synchronization has to wait until tomorrow?
