please refer to the link above - it is not specific to any firefox version in particular.

firefox 11 is seriously outdated though and affected by numerous known security vulnerabilities. you should either use current versions (firefox 20 at the moment) or the firefox extended support release intended for corporations & organizations...

Philipp: Found that link and it is sufficient to answer the question. As of 4/23/2013, Firefox export control classification numbre (ECCN) is 5D992: it may be exported to and shared with Foreign Nationals of all countries (except countries under gov't restrictions (North Korea, Iran).
