cant open links from programs other than firefox, gett message "Could not find the Mozilla runtime"

Have just re-installed windows 8. I can launch Firefox no problem and click through links from within Firefox. but if i try to click a ling from within my email client or windows help or any other program or app, I get this message. even if Firefox is already running

also. I have tried re-installing Firefox and deleting the user folder.
