Tried to load it 3 times from this morning to now, starts to load, gets to 97 percent, the message appears that says it couldn't download

Trying to download it. It shows loading to 97 percent, then says couldn't load,

Check the location of the Downloads folder in Internet Explorer and change it if it is not where you want.
