Unable to download anything using Firefox desktop browser unless in Troubleshooting Mode

Unless using Troubleshooting Mode whenever I try and download anything using Firefox either nothing happens or a new tab opens and closes without a download ever starting.

Even if all add ons are turned off the only way to download anything is through Troubleshooting mode.
