Where do you still see that file?
Do you see it in the Downloads Manager or in the Downloads folder in the Library or do you mean the actual file on your hard drive?
The file was in downloads folder. I would attempt to delete and receive an error message stating that Windows cannot locate the file and it asks me to verify their location
I eventually removed using command prompt. Anybody with this problem, should consider the method i found by googling delete files from command prompt. It worked.
