That's something you need to address in the spreadsheet (or other program) where you created the csv file, is it not?

Where did the csv file come from?

You could probably save the csv file in UTF encoding by opening it in a programmer's editor, such as Notepad++ (a free editor for windows).

Here on LInux I'd use Bluefish.
