when I empty the junk folder, why don't all files go to trash?

Not all the files that are in the junk folder get sent to the trash folder or are deleted when I "empty" the junk folder. Why?

The behavior for Junk folder messages when it's emptied is specified in Tools > Options > Security > Junk, this is a global setting.

More detailed settings are available under your Account Settings > Junk Settings, including where/when to move such messages.

Make sure those match the behavior you want.
