Hi Steve, was this an in-place update or is it a completely fresh install?

To control when the bookmarks toolbar appears, see the steps in this article: Bookmarks Toolbar - Display your favorite websites at the top of the Firefox window.

If you do not see the expected bookmarks on the Bookmarks Toolbar, do you see them under the Bookmarks Toolbar category in the sidebar (Ctrl+B)?
