Development could not finish in time for our initial release, and we did not want to delay by a couple months to tidy up the new tablet UI.

You can test out what is currently in development and available for tablets as a preview with Nightly, our developer channel builds at http://nightly.mozilla.org We're aiming to offer our redesigned tablet UI in the next version of Firefox
