On my desktop, Adblock Plus starts to download then there is a message " firefox cannot modify the needed file".

Adblock used to be on, and work, also Ghostery. Firefox 38.0.05 is said to be up to date, but it won't allow update to newer versions.

Now being plagued by ads.

How do I fix the PC please (it's not this laptop)?

Firefox 38 is not up to date. Please update to Firefox 40.0.3 (download it from www.getfirefox.com if necessary).

It sounds like you may have malware (not surprising since Windows XP is full of known security holes and is no longer supported). Try the tools at Troubleshoot Firefox issues caused by malware
