You can set the Integer pref browser.sessionstore.max_resumed_crashes to 0 on the about:config page to get the about:sessionrestore page immediately with the first start after a crash has occurred or the Task Manager was used to close Firefox.

You can open the about:config page via the location bar and you can accept the warning and click "I'll be careful" to continue

That pref doesn't work for a clean exit from Firefox, only a crash or what Firefox reads as a "crash" - killing the firefox.exe process in the Windows Task Manager.

You can check if you have a user.js file in the Firefox profile folder that sets the browser.sessionstore.resume_session_once pref to true.
